About the Speakers

Hayden Bilyeu attended Middle Tennessee State University and earned his Bachelor of Science Degree in Concrete Industry Management in 2016. Hayden cut his professional teeth in 2014 working as an engineering technician, where he tested construction materials in the field and laboratory. Since starting out as a boots-on-the-ground technician and now serving as a project and laboratory manager for Collier Engineering, Hayden has been involved in multiple projects involving subgrade stabilization utilizing Full-Depth Reclamation where he specializes in the development of mixture designs and soils testing and then the inspection and testing of the material during field operations.

Stan Bland, PE is a 1971 graduate of Clemson University with a BS in Civil Engineering and is a registered Professional Engineer in South Carolina. His career began at SCDOT in 1971. After 6 years as Resident Engineer in McCormick and Edgefield Counties, he served at SCDOT District 4 as District Construction Engineer for 23 years and District Engineer for 10 years, where he supervised over 650 people. Stan spent his last year at SCDOT as State Pavement Reclamation Engineer, retiring in 2011 with 40 years of service. In October 2011, he joined SCPA (formerly PCA-SE Region) as Pavement Applications Director for the Carolinas and Virginia. In 2004 Stan was awarded the ARRA Special Recognition Award for Excellence in Full-Depth Reclamation and in 2011 received an Honorary Lifetime Membership in ARRA.

Jessie Anna Boone has a Bachelor of Science Degree in Concrete Industry Management at Middle Tennessee State University. She has worked with Lafarge in their ready-mix division in Georgia and spent 4 years as a Sales Engineer for Magotteaux in their cement division. Jessie joined the SCPA in 2015. When she isn’t promoting FDR, she and her husband, Sergeant First Class Justin Boone are hiking or playing outside with their two boys, Sawyer and Sullivan.

Melissa Love Campbell, PE is the Georgia Pavement Applications Director for the Southeast Cement Promotion Association. In 2013 she retired from the SCDOT after 25 years. She served as the State Materials Engineer and Pavement Design Engineer. Melissa has also worked on design-build teams, pavement evaluation and design projects with consulting firms. She holds both a Bachelor’s and Master’s degree in Civil Engineering from the University of South Carolina.

Kyle Crisp is Vice President & Project Executive of Kendale Design/Build General Contractors, based in Jacksonville, FL. Kendale is a Design/Build and Construction Management Firm that serves its clients throughout the southeast US and beyond. Kyle leads the dedicated team, which has earned the trust and repeated business of clients ranging from fortune 500 companies to local, small businesses. Kyle became familiar with SCPA while seeking creative solutions to reconstruct all pavement within FedEx Ground’s large, busy distribution hub in Charlotte, NC. With the help of the SCPA and our trade partners, the project was a resounding success. Kyle graduated from University of Florida with degrees in Construction Management, MS in Management and MBA, and is an Unlimited GC in more than 15 States.

Steve Cross, PhD, PE serves as the technical director for the Asphalt Recycling & Reclaiming Association (ARRA), acting as a point of contact for technical information on each of ARRA’s core disciplines: cold planing, hot in-place recycling, cold recycling and Full-Depth Reclamation. In addition, Dr. Cross is a co-author of ARRA’s Basic Asphalt Recycling Manual. Dr. Cross earned his BS and MS in Civil Engineering from the University of Arkansas and a PhD from Auburn University. He is a registered Professional Civil Engineer in Arizona, Missouri, Kansas and Oklahoma.

Brian Diefenderfer, PhD, PE is a Principal Research Scientist at the Virginia Transportation Research Council (VTRC) at Virginia DOT where he has worked since 2004. His research focuses on providing better tools for VDOT to use when designing and rehabilitating its pavement network. He is a member of the Association of Asphalt Paving Technologists and several pavement-related TRB committees. He is also Principal Investigator on NCHRP Project 9-62 leading a research team in developing rapid field-based quality tests for recycled pavements. Brian received his Bachelor’s, Master’s, and Doctoral degrees in Civil Engineering from Virginia Tech and is a registered PE in Virginia.

Roger Faulkner, PE is the Executive Director of the Southeast Cement Promotion Association, Inc. (SCPA). SCPA is a trade association of cement companies in the southeastern United States which promotes cement and concrete infrastructure solutions in the 9-state area of AL, GA, MD, MS, NC, SC, TN, VA and WV. He has over 40 years of experience in the construction and engineering design industry and has been his current role since 2011. He has a Master of Business Administration (MBA) degree from Capital University, a Bachelor of Science in Civil Engineering (BSCE) Degree from The Ohio State University and is a Professional Engineer.

Andy Johnson, PhD, PE has been the Pavement Design Engineer for the Southeast Cement Promotion Association since 2014. He retired from the South Carolina DOT in 2014, where he had worked at the Office of Materials and Research for 25 years. Before retirement, he was the State Pavement Design Engineer. Andy has a BS degree in Geology and BSE, ME, and Ph.D. degrees in Civil Engineering, all from the University of South Carolina. He was the first engineer hired by SCDOT specifically to perform pavement designs. During his career at SCDOT, he performed or directly supervised over 1500 pavement designs for both new location and rehabilitation, on routes ranging from low-volume rural secondary roads to urban interstate highways.

Laura Kline, PE currently serves as SCDOT’s Chemical Stabilization Engineer. She attended Clemson University and earned her Bachelor’s in Civil Engineering in 2008, then went on to earn her Masters in Civil Engineering in 2010. After graduating, she began working for contractor King Asphalt and was employed as their Quality Control Manager for 5 years before transitioning to SCDOT. In 2015, she obtained her South Carolina Professional Engineer’s License and in 2018 was named SCDOT’s Construction Employee of the Year. Laura was part of the 2019 LEAD Class, SCDOT’s internal leadership program, and served as President. Just this year, she was honored with a Special Recognition Award for Excellence in Full-Depth Reclamation by the Asphalt Recycling and Reclamation Association.

Dwane Lewis serves as the Soil-Cement Specialist (Georgia) for the Southeast Cement Promotion Association (SCPA). Dwane retired from GDOT in December 2017, where he served for 16 years as Branch Supervisor for the Geotechnical/Pit & Quarry Bureau and for 12 years as a field and laboratory technician for the Office of Materials & Testing. He has an Associate Degree in Business Administration, is a published author and was recognized as GDOT’s resident expert in Soil-Cement Base and Full-Depth Reclamation construction.

Mandy Neese, PE graduated from Georgia Tech with BS and MS degrees in Civil Engineering. She is the Vice President of Atlanta Paving and Concrete and has been with the organization for 10 years. Neese was previously with APAC, Inc. Major Projects Group and APAC-Southeast, Inc. working as a Project Engineer and Estimator. She is the proud wife of a Union City fireman/paramedic and mother to 6 amazing kids.

Ryan Sisemore serves as the director of Garver’s East Aviation Group with 23 years of engineering experience. Ryan was raised at the Fall Creek Airpark in Middle Tennessee and developed a love for aviation at a very young age. His work as a teenager included aircraft hangar construction and maintenance of the airpark’s runway and navigational aids. He attended Tennessee Technological University and graduated in 1997 with a Bachelor’s degree in Civil Engineering. Ryan joined Garver in 2001 and began to specialize in aviation engineering. Ryan has been responsible for the planning, design & construction management of facility-wide general aviation and air carrier projects.

Mark Stahl is Director of Recycling Products for Wirtgen America. He has led and managed various recycling projects for over 20 years in several locations throughout the United States. These projects include FDR with cement, lime, emulsion and foam; CIR projects with emulsion and foam; and CCPR with emulsion and foam. His experience comes from both working for a contractor and supporting customers of the Wirtgen Group.

David Stowell serves as the business development manager for Newfield Inc. David has served in this industry for 23 years. His specialty is Full-Depth Reclamation, soil stabilization, and in-place recycling. David spends his time visiting the federal government, DOTs, developers, site contractors, and most importantly to him, visiting his crews on the current job site.

Barry Wilder, President of RoadWorx, Inc, has more than 20 years of experience in the highway construction industry and has been involved in field testing, inspection, management troubleshooting and presenting innovation solutions to agencies. Prior to RoadWorx, Barry worked for the Southeast Cement Promotion Association (formerly PCA-SE Region) as Pavement Applications Director for Tennessee.

Mark Woods, PE, State Pavement Engineer, TDOT, graduated from Mississippi State University with a Bachelor’s and Master’s degree in Civil Engineering. He briefly worked at a private engineering firm in Little Rock, Arkansas before starting at TDOT in 2005 in the Materials and Tests Division as the HQ Asphalt Laboratory Supervisor. He was later promoted to the State Bituminous Engineer position over the asphalt materials program and was eventually promoted to State Pavement Engineer, a newly created position, in early 2016. In his current position, Mark oversees the state resurfacing program through pavement management and oversees the delivery of over 200 resurfacing projects annually.
